POSITION TITLE: LIBRARIAN, NF-1410-04

LOCATION: Naval Station, Guantanamo Bay, Cuba
Morale, Welfare and Recreation Department

MAJOR DUTIES AND RESPONSIBLITIES: The Librarian serves as the administrator
of Librarian in charge and responsible for the development and
implementation of the library program. This includes organizing, developing
and administering a library collection of book materials. Formulates
objectives and procedures, programs, library activities to meet present
and/or changing needs of personnel served. Supervises the station workforce.
Provides technical assistance and training to all library personnel and
prepares budget requests and submits reports. These tasks are explained in
detail in the following paragraphs: integrates the library program with
mission and functions of the activities by maintaining liaison with the MWR
Operations Director and with key management officials to explain the library
program objectives, policies and regulations, to keep abreast of their
needs, to evaluate existing library service and to establish priorities for
expansion within available funds and library resources. Develops, selects
and procures library resources and materials, including specialized
reference materials, collateral, technical and professional publications
pertinent to the specific mission of the activity and general material
required for self-education and recreation. Develops, submits and justifies
financial plans budgets for appropriated funds to support the library
operation. Establishes and amends as needed,
acquisition policies and procedures and management procedures and reviews
and selects procurement sources. Formulates overall book selection policies.
Final book selection is determined after much careful review and analysis of
suggestions from professional and technical staff members as well as those
offered by patrons and a continuous study of professional journals. Performs
and supervises services and technical processes related to the
reorganization of the collections and the preparation of materials for
circulation. Carries out a continuing program of publicity and
communications to assure that population served is informed and motivated to
use the library services. Supervises station library workforce. Plans
reviews and evaluates work assignments, sets and adjusts priorities and
assigns work based on those priorities, updates library procedures manual,
reviews and approved selection of personnel for library positions. Directs
and conducts on-the-job training for new personnel and on a continuing basis
for all library personnel, to increase their library skills. Identifies
development and training needs of employees, provides or arranges for
development and training. Evaluates work performance and recommend and
appropriate performance reviews. Develops performance standards. Recommends
approval/disapproval of leave. The incumbent of this position is required to
actively demonstrate support of the Department of the Navy Equal Employment
Opportunity Policy. Prepares annual report for the library service division
(CODE 042). Manages reports, receipts for general library book distribution.
Initiates official and non-official correspondence. Analyzes performance
data to determine trends, adequacies and needed improvements, such as
determining scope of library extension service, long-range and immediate
facility improvements and uses this information for programming, budgeting
and publicity. Acquires and forwards this information to superiors. The
Librarian attends professional meetings for the purpose of keeping current
with developments within the library field.

QUALIFICATION REQUIREMENTS: A thorough and comprehensive knowledge of
progression library principles and techniques, posses a very diversified
educational background, display a high degree of initiative and
resourcefulness in developing procedures and policies pertinent to all
aspects of library operation. Demonstrate supervisory and administrative
abilities in providing public service with the ability to present
information orally and in writing and to maintain an effective library
programs which consistent with the needs of the command. Leadership and
sound judgement are required in supervising subordinate employees of all
levels. Knowledge of the organizations, functions and operation of naval
station; higher echelon commands and their relationship to other federal
activities and private industry. Knowledge of the U.S. Navy Public Affairs
policy and programs, Community relations policy and programs.
Must be able to draft correspondence with proper grammar and punctuation and
must be familiar with Naval Correspondence procedures. Knowledge of Word
Processing programs such as Microsoft Word of Work Perfect is helpful and
knowledge automated circulation system is essential. Maintain good working
knowledge of policies, procedures and regulations to enable tactful
interaction with customers and suppliers. This knowledge will also be
required to effectively coordinate with community leaders while serving as
liaison with numerous civilian agencies. A Master's Degree in Library
Science or equivalent experience and professional training in Library
Science is essential. This is necessary due to the remote location of the
facility.

EVALUATION: Candidates will be evaluated on quality and nature of the
experience pertinent to the position. Application must show sufficient
knowledge, skills and abilities to perform the full range of duties of the
Librarian.
