It is the latter; that it was initially derived from MARC as a subset. It
is compatible with library data in that the semantics of elements are
from MARC. But there are a few elements that do not exist in MARC and we
expect to go beyond it where warranted. We will be considering whether to
initiate changes to MARC when we add things to MODS that don't exist there
(e.g. new elements).
