Not quite. METS was intended to serve as either a Submission Information
Information Package, or an Archival Information Package within the OAIS
Reference Model. There is
actually no reason why an Archival Information Package, stored on one of
your servers, couldn't
be indexed and used for information retrieval purposes. We are actually
planning something along
those lines at NYU, where AIP METS files will live on our server and be

transform it into a suitable
format for delivery to the user (that is, we'll create a DIP out of the AIP).
So it's perfectly fine to use METS for retrieval purposes. METS: not just
for exchange anymore.
