Background and additional information:
This is based on a proposal that was submitted on 2002-10-11 and circulated
to the JAC for comments on 2002-10-31. Quite a few comments have been
submitted. Most of the comments are about the relationship between Kalmyk
and Oirat. The entry in Ethnologue is "KGZ = Kalmyk-Oirat. Called Kalmyk in
Russia, Oirat in China".
A complication is that the designation Oirat is also used for a different
language (different languages ?) in China. I have suggested the option of
using the designation "Kalmyk; Oirat (wxyz)" as two separate names (as
hyphen names are normally not good practice). The "wxyz" would be some text
to distinguish THIS Oirat from "other Oirats". I have not seen a proposal,
let alone any consensus, regarding such designation.
As a consequence I find it most appropriate now to circulate "Kalmyk" alone
for ballot. Indeed, many comments have been received in favour of that
option.
The Ethnologue identifier KGZ stands for "Kalmyk-Oirat". It would probably
not be the best choice to take that identifier for "Kalmyk". All identifiers
starting with KA, KL, or KM are taken in Ethnologue. Based on the indigenous
name I propose "xal", which is also available in Ethnologue.
