I don't know how extensive the series was, but the author was Lloyd Biggle
Jnr. I remember reading two books in that series - the first was "The still
small voice of trumpets", where the introduction of trumpets triggers a
revolution, and the other was "The World Menders", where there is a question
about the status of slaves on an alien planet.
According to one site I found -

only the two books in that series, though Biggle wrote a lot of other good
stuff. One I remember was "Monument", about a planet where the first
settlers have to deal with later settlers who want to develop their world as
a tourist resort.
