Last year the Library of Congress completed a very successful
nationwide competition to design a digital "talking book" for blind and
physically handicapped readers. The competition, jointly sponsored by
the Library and the Industrial Designers Society of America, resulted in
entries from design students all over the country

I'm looking for models of similar competitions, specifically in other
US federal agencies.
Are any of you aware of similar programs in your agencies, where the
agency defined a problem and sponsored a competition among students or
other groups for possible solutions to the problem?
I know there are many examples in the arts, such as monument and
building designs, and NASA has many competitions for things like Martian
settlements (which as far as I know have not been implemented yet..!)
But I'm looking more for examples of an operational problem/solution
for the agency, like the digital talking book was for LC. Could be any
topic - management, IT, policy, a library problem, etc.
Any examples would be appreciated!
