No, that's a hold-over from MARC. In the MARC record it is in a separate
subfield and can be dropped from indexing and/or display. Coding is
everything -- data elements that are separately coded can be given separate
treatment. I agree with you that the medium designation (i.e. "electronic
resource"), which is a subfield $h of the MARC title field, should be
separately coded in MODS or dropped altogether.
