I began implementing an experimental SRW server this week.   My
implementation uses Tomcat/Apache Axis.  I'm working with the
WSDL-generated stubs.

I have 2 questions, (I'll post the second one separately):

Should explainResponse permit a surrogate diagnostic record when the
real Explain record cannot be returned?  My implementation
uses an external XML file as the body of the <SRW:explain>.  If for any
reason this file cannot be read, I am now returning a dummy Explain
record since there's no apparent mechanism to return a diagnostic...
