Subject: Audit of C-1 Machines
The Office of the Inspector General of the Library of Congress has engaged
the auditing firm of Kearney & Company to review key elements of the NLS
equipment acquisition process.
To this end the auditors require positive confirmation from machine recipients
(the machine-lending agencies, NLS, and MSCs) that new machines are/were
actually received. After extended conversations, the auditors have agreed that
a photocopy or fax of the certificate of mailing (with the signature and title of
the person receiving the machine) will constitute sufficient verification of
receipt.
NLS requests that MLAs cooperate in a two-part project to meet the auditor's
requirements.
First, MLAs (or NLS and MSCs) should send the auditing firm a photocopy of
(or fax) each certificate of mailing received since October 1, 2002. The
certificate of mailing should be signed and include the job title of the person
signing the certificate, along with the date of receipt of each C-1 machine. For
fax transmissions, the MLA's code (i.e., AK9, PA8, OH11) should appear on
each page.
Second, future certificates of mailing should be dated, signed (with job title
included) and mailed/faxed to the auditing firm.

Your cooperation with this project is appreciated. We are continuing to
explore alternative ways of collecting the required information, but the process
outlined above is the only one suitable at the present time to meet the auditor's
needs.
