I'll start again :)

The short names proposal is to allow a schema to have a short name like
index sets have.  These would be possible to send over the wire, but the
full URI would be required.

So you could send
        query=bath.title any fish&recordSchema=dc
rather than spelling out the full DC URI.

The original proposal didn't say how these would be recorded in ZeeRex,
just that they would be.  Recently there was the comment about ZeeRex that
you referred to index sets by short name in the configInfo section, but
schemas by full URI... which /is/ confusing.  To bring these into line, we
should make schemas refered to by their short name as well.
The short name (and this is just ZeeRex stuff) should be name attribute on
the schema element, as per my examples.
