Shock, horror!
Don't you remember that when the the ISO 639 Joint Advisory Committee
met in Washington in February 2000, I passed on details of a lot of
high-level high-level (governmental and university) within Spain.
Why is any of this being considered without further investigation,
both about the facts, and also the procedures?
As Rebecca wrote earlier,

In that case, why don't you just leave it as a matter for
the work in ISO 639-3?
Neither ISO 639-1 nor ISO 639-1 deal with variants.
Action in relation to ISO 639-3 should satisfy the needs of your
original requester.
As the "variant" issue is beyond the scope of ISO 639-2, and beyond
the scope of the ISO 639-2 Maintenance Agency (as variants are not
covered as a separate type of entity), ISO 639-2 should not cover
this.
I'd be grateful for a rapid reply on this point.
Many thanks in advance
