Though we're straying from Matthew's original topic.
If the term needs to have arbitrarily complex structure, then I think that
should be up to the entity defining the term structure. So if you need to
send complex terms then you define a relation modifier for the structure
and then say 'the structure is in escaped XML' or 'the structure is in
base64 encoded, BER encoded, ASN1.' or whatever else is appropriate for
the term.
We should however change the XCQL schema to allow Any in <term> rather
than just string.
