Lara -- I don't read the EAD 2002 TL as saying locally controlled vocab terms should NOT be used within <controlaccess> subelements. What it says is "Although names and terms from locally controlled vocabularies are permissible, the <controlaccess> subelements (...) should come from national or international vocabularies *whenever they are available* ..." The "whenever they are available" is, I think, meant as a strong reminder to look for terms in standard thesauri first and resort to local terms only when absolutely necessary. I don't interpret this as an out and out prohibition. We use local vocabulary terms when we have to here at UCI and we encode them with the attribute value source="local" when we do.
