The LRI reads as follows:

Date
If the name includes an abbreviated or full form of the year and the name is
followed by one or more additions, a year must always be included in these
additions.

111 2# $a TOOLS Europe '94 $d (1994 : $c Versailles, France)
111 2# $a AFPAC 2000 $d (2000 : $c Kiel, Germany)

I would take that to mean that if the name of the conference has an
abbreviated form of the date, one still has to use |d and the parenthetical
qualifier.

If the name of the conference does not have something like '91 in it, then I
would not make it part of the name but only have |d qualifier.
