Right.

So you want a way to get (Smith, 1999:33) with one citation style,
(Smith 1999, p33) with another, and a footnote with still another.  You
cannot do this currently in any of these schemas.

Ultimately, the plan is that citations could point to mods records for
the raw metadata.
