My initial thoughts are that it is in the best interest of those
organizations that have some sort of controlled list, e.g. Endnote,
to define the necessary URI's for their "controlling authority". MODS
could give guidance on how to construct URI's especially due to the
work that LC has been doing with the CORES effort. In lieu of the
organization being the authoritative source for the URI's, the MODS
community could come up with the URI's under a specific MODS namespace.

If the organization should come to their senses, at some point in time,
and wish to be the controlling authority, you can then use either URI's,
since it should be fairly straight forward to map from one set of URI's
to the other. Or... [shameless plug] the MODS community could define
the URI's as PURL's, http://purl.org/, and just change the contents of
the PURL when the vendor decides to become the "controlling authority".
