Exactly what I intended.  Of course, I would prefer an SRW diagnostic code.

Not surprising.  There is no directory named SRW under the tomcat root or as
a webapp.  My servlet doesn't see this message, so I can't return an SRW
diagnostic.  So, tomcat is left with its only choice, the 404 status code.
