Diagnostic 60 (Too many records retrieved) is either useless or in the
wrong place.

It should be in the resultSet section, meaning that the result set
couldn't be created because there were too many matching records.
So the description should be:
  Result set not created: too many matching records

If it's to do with record retrieval, then there's no diagnostic as the
server is not obligated to return the number of records that the client
requests.
