FUNCTIONS: Under the general direction of the Head, Targeted and Outreach Services, the incumbent serves as administrator of the D.C. Regional Library for the Blind and Physically Handicapped and supervises the Library Services to the Deaf Community, Older Adult Services Program and the assistive technology program for the D.C. Public Library. The incumbent is responsible for directing and coordinating a full range of library programs and services to the DC residents with special needs such as those who are unable to access regular print and/or unable to visit their public library; responsible for community information programs that educate and inform the public about library resources and services in community agencies; supervises the publication of newsletters produced by the Library Services to the Deaf and the Older Adult Services and responsible for press releases and news articles on services and programs; supervises institutions Services staff serving residents of municipal and private hospitals, homes for the aged, senior citizens centers and agencies serving the disabled; supervises Homebound Service staff serving homebound residents with monthly home delivery of regular and large print books and periodicals; supervises Older Adult Services staff serving senior residences with a bookmobile collection, on-site information and referral service and programs; supervises Library service for the Deaf Community staff serving the deaf community with sign language, programs and arranging interpreting service for all staff and public functions; in conjunction with the Information Technology Department, administers selection, procurement and installation of assistive technology hardware and software in adaptive services and trains patrons with disabilities in its use; prepares statistics and monthly reports on services. Performs other related duties as assigned.
QUALIFICATION REQUIREMENTS: Candidates must have an MLS degree and one (1) year of specialized experience equivalent to the next lower grade level in the 1410 series. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties and responsibilities of the position.

KSA #1: Professional knowledge of theories, objectives, principles, and techniques of librarianship, especially related to the services provided by the Adaptive Services Department.
KSA #2: Ability to establish and maintain effective working relationships with individuals inside and outside the organization. Experience working with people with disabilities.
KSA #3: Skill and proficiency in Microsoft Office applications and Internet Searching.
KSA #4: Knowledge of assistive technology hardware and software for use by customers.
KSA #5: Ability to supervise staff both onsite and in the field.
