I'm assuming the linked record is either in the same document as the
linking record, or is network accessible so that identifier, titleInfo,
and any other relevant data are immediately available to the
application. For managing citations, all the information *must* be
accessible, or a proper reference list cannot be created. For other
applications, missing information might be acceptible and then one could
do as you suggest. I'd rather not duplicate data if I don't have to
because it opens up the possibility of inconsistencies (e.g. the
identifier for the linked record turns out to be, or becomes, invalid,
so I add the correct one and mark the old one invalid="yes", but all the
linking entries still have the invalid identifier, not marked as such).

How about including an identifier for the related resource? I would
think
you would always want to give a reference to the related description
in
these cases.
