The hitch in the rules is/was (I haven't looked lately
because almost no novels are serialized any more) is
that if the magazine version wasn't nominated, the
book could be nominated the year it came out. Or
if there were significant changes. This is how
Asimov could win a retro Hugo for a Foundation story
after the trilogy had already won, and how Blish
stands a good chance of winning a retro this year for
"A Case of Conscience", when the expanded version
has already won for Best Novel.
