I disagree. In much the same way as people claim they have a Z39.50
server or client, when all it supports is init, search and present, we'll
have people (and I mean companies) claiming SRW compliance for their
products when it doesn't do anything unless we say that clients have to
support X and Y and Z.
We can't enforce it, but it's something for consumers to put in their
calls, and those can be enforced.
