You can not use <chronlist> inside <indexentry>, but inside
<index>. Instead of your markup, you could use this one:

but you should provide a content for at least one <indexentry> element.
Consider other places to insert your <chronlist>: there are about
36 (**) other elements where you can place it, apart from <index>, and
this element is, IMHO, intended to contain elements such as names
(pers-, corp-, fam-, geog-, -) or subjects, that generally conform
indexes. You CAN precede your <indexterm>s in your <index> by a general
<head>, a series of <p>s, <chronlist>s or other elements (***), and a
particular <listhead>, but you MUST use at least one <indexterm>. If you
dont't know what to do with this <indexterm>, maybe you should use the
Mark's solution:

I don't know why EAD imposes this and other restrictions. Maybe, as
Mark said, there is somebody listening who can explain.
