SOAP 1.2 works differently.
There is no SOAPAction HTTP header. However, there is still an "action
feature" which may be (optionally) specified. If so the server can use
HTTP status code 427 to indicate that an action attribute is required
and this is then passed as an attribute to the application/soap+xml MIME
type (e.g. Content-Type: application/soap+_xml; action=explain)
