DUTIES: This position is located in the Agricultural Research Service (ARS),
National Agricultural Library (NAL), Technical Services Division,
Acquisitions and Serials Branch of the U.S. Department of Agriculture. The
Acquisitions and Serials Branch administers programs for collection
development, procurement, gift and exchange, and serials control for NAL's
collection. The Branch acquires library materials in many diverse formats,
in many languages from various sources worldwide.
* Serves as the principal licensing expert for the Library, and performs
a variety of tasks in support of the licensing of resources for the
Library's collection and the access of its users.
* Obtains price quotations, negotiating with vendors for appropriate
pricing models. Reviews and suggests modifications to licensing terms.
Coordinates, monitors and facilitates the processing of licenses, product
descriptions, source justifications, cost analysis and procurement actions
within the Library.
* Develops procedures and a central repository for information for
tracking procurement, licensing, cost, payment, fund accounting, format, and
bibliographic and coverage information related to electronic resources.
* Serves as a Contracting Officer for the US Government for the purpose
of acquiring electronic library resources for NAL or licensing access to
