Not in 246, normally. It's fine to take the cover as the title page and
identify the title proper there. If the other information is more in
the nature of descriptive information, you may either omit it, or put it
in a quoted note (500); that's useful in many systems for keyword
access. Or, if it's in the nature of a summary of the content of the
document, put it in 520, again as a quoted note.
Only if there's a phrase in that additional information that might
reasonably be treated as a title by someone searching for the document
would I put that phrase in 246 (1st indicator = 3, 2nd = 3 or blank).
