Yes, we agreed that after 1.1 release we would open the list....

.... However, I want to continue to subscribe people upon request
(which I've been doing now, though unannounced, for several months). I
plan to ask requestors to confirm their interest in SRW, in an effort
to keep undesirables from polluting the list (and by that I'm talking
only about spam).
