because this diocese was founded in region of Latgale, where residents use

This law had come into force on 1 September 2000.
There is termin language not dialect. It's officially!

Status in Ethnologue (and ISO 639-3): Under LATVIAN: Dialects WEST LATVIAN
(CENTRAL LATVIAN), EAST LATVIAN (HIGH LATVIAN, LATGALIAN).
Linguasphere: 54-AAB-ad latgale, UNDER 54-AAB-a Latvian.
From presented evidence there seems, however, to be reason to assign alpha-3
identifier to this item.
