It seems to me that requesting a stylesheet of SRW knowing (now) that it
can never be returned is a diagnostic worthy error. It's like asking for
-1 records in that it will never be possible.

We don't want to have two distinct WSDLs, one for SRU and one for SRW, in
my opinion. It's easy enough to either ignore or fault if an SRW
interface gets an SRU only parameter.
Though it is, of course, a pain for implementers only providing SRW and
not SRU. (Though from current experience that looks to be very infrequent)
