DUTIES: This position is located in the Bureau of Administration, Records
and
Publishing Services, Office of Information Programs and Services, Library
Division, (A/RPS/IPS/LIBR). The incumbent of this position serves as
Reference
Librarian carrying out the following duties:

·       Conducts systematic comprehensive searches for information bearing
on a
specific problem or subject; conducts interview to elicit nature of
questions or
interprets written requests for information. The incumbent utilizes a full
range
of resources available within the library and in other institutions and
agencies
within and outside the federal government.
·       Performs electronic searches in commercial online searches,
databases,
and the Internet using such resources as DIALOG, LEXIS/NEXIS, and FACTIVA.
·       Responds to oral, written, e-mail, and telephone requests; instructs
clients in use of collection, electronic catalog, CD-ROMs, magazine query
service
and the Internet, researches and compiles comprehensive and selective
bibliographies reflecting mission interests of the Department.
·       Conducts tours and briefings, accomplishes tasks and projects that
may
include other sections of the Library, other organizations, and the
Department;
·       Manages the electronic circulation functions, articulates policies
regarding the use of library materials, available services and explains
access
policies; participates with management in the development of Library
policies and
procedures; provides interlibrary loan services. 
·       Makes authoritative recommendations on collection development.
·       Serves as resource and authority in reference and information
research.
Works with senior officials to provide contents of selected magazines and
photo
copies of selected articles; uses wide variety of online and print resources
in
reference and book collections in providing research guidance and
instruction to
senior foreign service policy makers and analysts; provides similar guidance
and
instruction to Library personnel. 

QUALIFICATION REQUIREMENTS (OPM Qualification Standards for General Schedule
Positions): Applicants must have the required experience or education as
described below and meet any selective factors, when specified. 

BASIC REQUIREMENT: 

Applicants for Librarian positions must possess a professional knowledge of
library sciences, as evidenced by:

Completion of 1 full academic year of graduate study in library science in
an
accredited college or university, in addition to completing all work
required for
a bachelor's degree.

OR

Completion of all requirements for a "5th year" bachelor's degree in library
science and at least 1 year of library experience that included the
performance
of duties in one or more functional areas of librarianship.

OR

Completion of a Master's degree in library science.

OR

Completion of at least 5 years of a combination of college-level education,
training, and experience that provided a knowledge and understanding of the
theories, principles, and techniques of professional librarianship; a
knowledge
of literature resources; and the knowledge and abilities essential for
providing
effective library services. Under this provision, Applicants must pass a
subject
matter test in library science, AND meet one of the following:

(a)       If qualifying on the basis of experience of college level
education,
s/he must have had at least 1 year of library experience comparable in
difficulty
and responsibility to that of a GS-5 or higher level library technician,
technical information specialist, or subject mater specialist (e.g. a
chemist
performing library services);

OR

(b)       If qualifying on the basis of experience alone, have at least
2years of
library experience comparable in difficulty and responsibility to that of a
GS-5
of higher-level library experience.


This position may be filled at the GS-09, GS-11 or the GS-12 grade level. IN
ADDITION to meeting the education requirements listed above, applicants must
have:

AT THE GS-09 LEVEL:

At least 1 year of professional experience (equivalent to the GS-7 level in
the
federal service) as a reference librarian conducting systematic,
comprehensive
electronic searches in commercial on-line services for information bearing
on a
specific problem or subject; using specialized library resources to present
a
timely response to requests for information on a topic; and managing the
electronic circulation system, to include monitoring the accuracy of data
input,
analyzing operating procedures, and recommending improvements to the system.

OR

Completed 2 full years of progressively higher level graduate education or
master's in library science or equivalent graduate degree, e.g., LL.B or
J.D.,
related to the position 


AT THE GS-11 LEVEL:

At least 1 year of professional experience (equivalent to the GS-9 level in
the
federal service) as a reference librarian conducting systematic,
comprehensive
electronic searches in commercial on-line services for information bearing
on a
specific problem or subject; using specialized library resources to present
a
timely response to requests for information on a topic; and managing the
electronic circulation system, to include monitoring the accuracy of data
input,
analyzing operating procedures, and recommending improvements to the system.

OR

Completed the requirements for a doctoral degree (or equivalent), or at
least 54
semester hours toward a doctoral degree in library science. 


AT THE GS-12 LEVEL:

At least 1 year of professional experience (equivalent to the GS-11 level in
the
federal service) as a reference librarian conducting the most difficult
systematic, comprehensive electronic searches in commercial on-line services
for
information bearing on a specific problem or subject; serving as a senior
resource and authority in reference and information research; using
specialized
library resources to present a timely response to request for information on
a
topic; assisting in devising input standards for an integrated library
system,
including all modules as they impact reference services; maintaining,
evaluating,
monitoring, and implementing computer, network, CD-ROM, telecommunications,
Internet and other technology-based equipment and programs essential to
library
operations; and managing special collection, such as foreign maps or rare
books
in ancient and foreign languages.

Specialized Experience: In addition to meeting the Basic Requirements above,
applicants must have one year specialized experience equivalent to the next
lower
grade level. Specialized experience is that which equipped the applicant
with the
particular knowledge, skills, and abilities necessary to perform
successfully the
duties of the position and is related to the work of the position.
Qualifying
experience includes: experience that has demonstrated the ability to
perform, one
or more of the functional areas of work covered by this series; to
understand the
concepts, theories, new developments, and co-relationship of information in
related fields; and to maintain up-to-date information on the state of the
art.
Examples of qualifying specialized experience are:

·       Knowledge and specialized experience in the principles and practices
of
reference work, including the conduct of the reference interview and
in-depth
familiarity with current information resources of reference work, both print
and
electronic, especially in the fields of foreign affairs and U.S. History. 

·       Experience in providing comprehensive reference, research, advisory,
evaluative and instructional services to Library clientele. 

·       Knowledge and skills to make authoritative recommendations on
collection
development.

Applicants must meet all qualification requirements, including time-in-grade
and
time after competitive appointment requirements, by the closing date of the
announcement. 


RANKING FACTORS: Applicants who meet the qualification requirements
described
above will be further evaluated by determining the extent to which their
education, experience, training, awards and supervisory appraisal indicate
they
possess the knowledge, skills, and abilities described below.

1. Knowledge of a range of library and information science concepts,
theories,
principles, practices, and procedures, including specialized knowledge of
the
principles and practice of reference work. 
2. Knowledge of library science principles and practices in order to utilize
automated tools and/or systems on library operations. (Online databases such
as
LexisNexis, Factiva, Dialog, First Search, and GaleNet)
3.Ability to plan and carry out instruction programs in the use of Library
resources to individuals and groups.
4. Ability participate in collection development by recommending print and
online
resources for addition to the Library's collections.
