We've given alot of thought to "MADS/MODS consistency" and concuded that
it's best not to address it, much less try to solve it, in this preliminary
draft. All elements suggestive of MODS, e.g. modsTitleInfo, are named as
such to serve as a reminder that we need to address this. They could be
considered "temporary elements". I'm sorry we didn't make this clear.
For now, we think it's more productive to review the draft for function
rather than form.
