I agree with what's been said already:
* byte 'f' in 008/09 is only appropriate if the 151 can be used *as is* for
a geographic subdivision--the MARC documentation is very clear about this
* it would be a great thing if we had lots more 781 fields in authority
records (and if our systems indexed them, and so on)
* it's possible to generate 781 fields for most 151s (somewhere about 80%
as I recall from a project we did here some years ago) with astounding accuracy
But I'd like to add for interested parties that the next iteration of my
authority record generator will at least in some circumstances be
generating the 781 field automatically. (It'll be in an upcoming version
of the cataloger's toolkit; it's too late to make it into Voyager
cataloging version 5, though.)
