We can all agree on something and still not make it part of the standard
:)
ExtraFooData is for people to extend the standard in any way they require,
typically for features which are only important to a small number of
implementors rather than across the board. And the details of relevance
ranking fits into this.
The relevance ranking extension can of course say that scores need to be
scaled to between 0 and 1.
