According to the MODS schema, the <issuance> element is related to MARC
Leader/07. Most library MARC records will contain either "m" or "s", which
correspond, respectively, to "monographic" or "continuing" in MODS <issuance>.
However, MARC Leader/07 also allows values of:
a = Monographic component part
b = Serial component part
c = Collection
d = Subunit
i = Integrating resource
m = Monograph/item
s = Serial

I'm not sure how often these other values occur, but the MARCXML2MODS.xsl
stylesheet converts them to MODS as follows:

As for TEI, I suspect that the treatment of journals as <monogr> rather than
<series> is related to the fact that a <monogr> can contain an <imprint>, while
a <series> cannot. Note that TEI uses the term "series", not "serial". It
does seem strange to consider a journal as a monograph, but note that MARC's
monograph/serial distinction (and MODS' monographic/continuing distinction) is
not quite the same as TEI's monograph/series distinction. It's important not
to confuse the concepts of "serials" and "series". Here are two definitions
from AACR2:
Serial. A continuing resource issued in a succession of discrete parts,
usually bearing numbering, that has no predetermined conclusion. Examples of
serials include journals, magazines, electronic journals, continuing
directories, annual reports, newspapers, and monographic series.
Series. 1. A group of separate items related to one another by the fact that
each item bears, in addition to its own title proper, a collective title
applying to the group as a whole. The individual items may or may not be
numbered.
I don't know if this helps or not (actually things are seeming less clear-cut
than when I started...)
