The Motion Picture, Broadcasting and Recorded Sound (MBRS) Division of
the Library of Congress is seeking to fill the permanent full-time
position of Chief Technology Officer (Supervisory Information Technology
Specialist) to work in the MBRS Division and, upon completion in 2006,
at the Library's new National Audio-Visual Conservation Center in

Notes: The Chief Technology Officer for the National Audio-Visual
Conservation Center (NAVCC) is responsible for tracking emerging
technologies that pertain to digital audio-visual preservation systems
and
related information technology systems, implementing new technologies
when
warranted, and for the supervision of the NAVCC's technology teams.
NAVCC
is a new and developing organization designed to be a constantly
evolving
technology center spearheading new ways to preserve and access
audio-visual, digital and ephemeral works. During the NAVCC's
development
period, the Chief Technology Officer will lead the Systems Team within
the
NAVCC Transition Program Office, and will direct the work of the
Contract
Specialist and System Specialist as they initiate and administer
system
development contracts. During and after the onset of operations at the
NAVCC, the Chief Technology Officer ensures that all systems are
operational and capable of supporting the mission of the NAVCC,
coordinates activities with the NAVCC Audio-Visual Laboratory and the
Library's Information Technology Services unit, and directs the work
of
technology staff such as the Automation Operation Coordinators and
systems
administrators.

This position is at the GS-15 grade level, and has no promotion
potential.

This position is located in the Administrative Section, Motion Picture
Broadcasting and Recorded Sound Division, Library Services. The
selected
candidate will be stationed in Washington DC for up to two years, then
will be relocated to the NAVCC facility in Culpepper, VA.

The incumbent of this position will work a flextime work schedule.

DUTIES:

Develops specifications for information technology (IT) contracts and
programs involving hardware, software, components, systems,
subsystems,
and/or services. Prepares statements of work (SOWs), requests for
Information (RFIs), and requests for proposals (RFPs). Evaluates
computer
requirements. Develops evaluation plans. Participates on proposal
evaluation teams. Evaluates vendor proposals for adequacy in terms of
vendor ability to perform desired actions and produce proper results.
Serves as Contracting Officer's Technical Representative (COTR) in
monitoring vendor/contractor performance.

Oversees operational technology elements within the Center, e.g., the
high-tech Audio -Visual Preservation Laboratory, public theater, and
public listening room.

Serves as liaison and coordinator for the Center's relationship with
OSI/ITS regarding all OSI/ITS-provided services and capabilities,
especially repository/storage and networking elements.

Contributes to the development and direction of research programs
pertaining to new digital aspects of content preservation, working in
cooperation with the Preservation Directorate.

Supervises the Center's support staff for technology elements, e.g.,
today's Automation Coordinators as they evolve into support staff for
a
strongly digital and networked organization in a location remote from
the
Capitol Hill campus.

Represents the Library and Center at national and international forums
concerned with the technical aspects of digital preservation and
access.

Performs the administrative and human resource management functions
relative to the staff supervised. Plans, schedules, and assigns work
to
subordinates. Establishes guidelines and performance expectations for
staff members; provides feedback and periodically evaluates employee
performance. Provides advice, counsel, and/or instruction to staff
members. Recommends or approves appointments, selections, or
reassignments to positions appropriate to the selection authority
delegated. Effects disciplinary measures as appropriate to the
authority
delegated in this area. Carries out Equal Employment Opportunity (EEO)
policies and program activities.

Researches and/or analyzes problems, issues, or program requirements.

Identifies and resolves problems related to agency programs or
services.
