I don't know, but I have said in the past -- and I stand by it -- that
in the long-term I think the current way of identifying unique names in
AACR2 needs to go away. There must be better ways to accomplish the
same task these days than to call "Catherine II, Empress of Russia,
1729-1796" a name (but really a proxy for the person).
This may be a whole other can of worms on the implementation end, but
what about using something like a uri or a numeric id? You then have
authoritative forms in different languages that separate out name(s)
from other metadata (birth/death dates, occupation, etc.).
