DUTIES AND RESPONSIBILITIES:
This position is located in one of three sections which comprise the
Technical Services Division - the Cataloging Section, the Selection and
Acquisition Section and the Serial Records Section. The Technical Services
Division (1) recommends policy on collection development; (2) selects,
acquires, processes and catalogs materials for the collection; (3) develops
and maintains national and international publication exchange
relationships; (4) develops and maintains automated systems supporting
technical services functions; (5) creates and distributes bibliographic and
related information through Internet file transfer, online databases, and
publications, and (6) coordinates NLM's technical services activities with
other national and research libraries here and abroad and with the U.S.
biomedical library community.
The incumbent is responsible for providing access to information resources,
both within the physical confines of the library and beyond the library
through databases and telecommunications networks and supporting the
development of a variety of tasks that support the development and
utilization of automated systems for processing acquisitions,
bibliographic, holdings and authority data. Systems staff in TSD
participate in the design, testing and implementation of automated systems
to aid TSD employees in performing basic library functions such as
selecting, ordering, processing and cataloging materials for the
collection, distributing data to external users, and maintaining a
server-based network of microcomputer workstations. More specifically, the
incumbent: (1) Has technical responsibility for the daily operations of
one or more automated processing systems in the division and any of the
scheduled production jobs, batch processes or updates that are performed as
part of the acquisitions and bibliographic control functions or maintenance
of the holdings database. (2) Applies knowledge of library operating
procedures, online files and processing procedures, system analysis
techniques and bibliographic control standards to the solution of technical
processing problems to improve operating efficiency in the Division and/or
to provide better management information. Defines and requests
modifications to operational and developmental systems subject to
established Division approvals. (3) Collects and organizes data,
including descriptions of workflow, analysis of database records, file
maintenance activities and machine-readable formats for operations within
TSD. Reviews processes and makes recommendations to senior management for
modifications that improve the efficiency of operations and/or the quality
of products. (4) Tests and evaluates new or updated databases, software
modifications, or other changes to TSD's automated systems as needed.
Refines and improves systems based on testing and user input. (5) Prepares
documentation for computer applications developed for TSD, including user
manuals, special instructions, and articles for publication describing
TSD's files, products, and processes. (6) Coordinates and provides
training of division personnel, contractors and Library staff from NLM and
outside agencies in the use of technical processing systems. (7) Serves as
a microcomputer support coordinator in providing assistance to Division
staff and contractors using microcomputer software and hardware. Acts as
liaison with OCCS and contractors to arrange for the installation,
maintenance and communications for microcomputer workstations in the
Division. (8) Participates in the preparation of system requirements
documentation and writes functional specifications for system development
projects within the Division. (9) Serves as one of the principal liaisons
to OCCS and as a technical resource for cooperative efforts to integrate
TSD's data with other library automation projects in the Library. (10)
Plans and develops contract actions for automation projects including file
conversions, special file maintenance activities, etc. May prepare
statements of work, serve on technical review groups, act as project
officer, etc. (11) Reviews standards for machine-readable formats,
electronic data exchange, representation of holdings data, etc., and makes
recommendations related to NLM's practices and adherence to the appropriate
national and international standards.
