Err, it doesn't even say that, I don't think.
Why would one endpoint reply with information about other endpoints that
have their own explain operations, explain records and potentially
divergent service descriptions?
For example, if you support SRW over email, that would have its own
Explain record which was retrieved using the explain operation in whatever
way you send requests to the emailing server.
If you need to advertise other services, use the <links> structure in
<databaseInfo> That's what it's for.
