I agree.
But I wasn't suggesting MODS be responsible for all of this; that it
provide a monolithic solution to the problem. I was suggesting that it
be built in an extensible way so that an organization with its own
authority list can easily implement validation against it.
I don't necessarily need my version of MODS to be able to validate
whether the content of <genre authority="xyz">something</genre> is
correct against the list. If I need that sort of validation too, I just
plug-in that genre list.
