I have had further consultations about this issue. It is not simply a
technical matter. This is not a case in which limited technology is
restricting the making of proposals. The technology reflects the
requirements of the Subject Cataloging Manual in making subject
proposals.
In other words, two or three 670s are sufficient for most proposals and
they ought to be concise, per SCM H200.
Newer examples to the contrary in the database do not reflect a change
in practice. They represent our collective inability to cope
editorially with the workload.
