Notes: The Library of Congress seeks a Chief Technology Officer to lead
the technology program for the new National Audio-Visual Conservation
Center (NAVCC), which will house one of the world's largest moving images
and recorded sound collections. The Chief Technology Officer will be
responsible for design, development, and management of existing and
emerging technologies that pertain to digital audio-visual preservation
and archiving. The NAVCC is a new and developing organization designed to
be a constantly evolving technology center spearheading new ways to
preserve and access audio-visual, digital, and related material.

scale (100+ terabytes) audiovisual system architectures are encouraged to

DUTIES:

Directs, coordinates, and approves detailed planning, design, development,
programming, testing, documentation, training and implementation of
Digital Preservation Systems through the use of outside vendors and/or
contractors. Directs the contracting activities associated with initiating
and administering technology contracts to support the implementation of
large system architectures and related technology systems for the National
Audio-visual Conservation Center. Oversees the development of

Leads the analysis and evaluation of existing, new, and emerging
functional requirements of the digital preservation programs, operational
standards, and measures of effectiveness as they relate to moving image
and recorded sound conservation and preservation, resulting in continual
improvement of the NAVCC's systems. Provides authoritative guidance in
the resolution of complex issues or problems.

Supervises technology-focused teams charged with software development,
research and development, tools development, systems administration,
database administration, production support, and automation throughout the
NAVCC. Performs the administrative and human resource management
functions relative to the staff supervised. 

Provides expert analysis and advice on the design, development, and
implementation of technology strategies for the digital preservation of
sound and moving image content. Serves as a recognized technical authority
and advisor/consultant to Library management, other government agencies,
and the industry. Directs the development and design of large, complex
systems. Facilitates technology transfer activities.
