A fellow librarian from another federal agency has asked me to inquire from
this listserv whether anyone has contracted with a commercial firm to
perform a digitization or other project of government materials in which
the commercial firm provides one or more "free" CD ROMs to the agency
(which can then be duplicated) of the digitized materials while leaving the
commercial firm free to sell the product to the public.   A federal ethics
officer I spoke to does not see a problem with this arrangement. Has anyone
done this or knows of a reason or rule why it can not be done?
