Yes, which was the intention of the cql.masked relation modifier, but we
never carried through on the regexp.
So actions are:
* Add allRecords special index to cql context set
* Add regexp relation modifier to cql context set
* Add a note somewhere? that index = "*" was discussed and could be
profiled if necessary.
Each with appropriate prose.
