The WSDL does allow separate URLs for explain and searchRetrieve/scan
This is unfortunately a limitation in WSDL 1.1 (addressed in WSDL 2.0
but there aren't any tools for that yet).
The normative text of the SRW specification however indicates that there
should be an explain operation on the same base URL as the
searchRetrieve/scan operations.
