Subject : Distribution Study Considerations
In March 2005, NLS awarded a contract for the design of a digital talking-book (DTB) distribu
tion system, as outlined in the NLS __Strategic Business Plan,__December 2003. NLS is
seeking input from network libraries to help guide the contractor's work.
Phase one of the contract calls for the evaluation of two distribution models in different
combinations: mass duplication of DTBs with distribution handled by network libraries (the
current model) and duplication-on-demand with distribution handled by special centers. In Phase
two, the contractor will develop a detailed design for the selected distribution scenario, along
with a comprehensive plan for transition to the new system.
NLS will provide the contractor with a complete list of issues that network libraries consider as
important to address in designing the new system. Attached is a preliminary list of concerns.
The topics listed will apply to a greater or lesser degree in different distribution models.
