If my server only supports record retrieval using the DC schema, and
someone asks for MODS, I should of course return diagnostic 66,
"Unknown schema for retrieval".  But the addInfo for this error is
"Schema URI or short name".  What does this mean?  Am I supposed to
tell the client the URI or short name of the schema that it asked for,
or of one that I _can_ support?
