This sounds like Vercoeur's (Vercor) "You shall Know Them." The useful
but erratic IMDB.Com suggests that ths may be a pseudo for Planet of the
Apes author Pierre Boulle.

I have the Vercoeur novel but haven't read it yet. It was adapted into a
generally hated movie called Skullduggery with Burt Reynolds (no, he
doesn't play one of the prehistoric humans). The director, Gordon
Douglas, had helmed the trendsetting classic "big bug" movie, THEM!, a
few decades prior to Skullduggery.
