Joan Aliprand has pointed out an error in my previous response.
 
Previously, Jim asked, "... in the example following &#xnnnn; isn't a
zero missing?"

and I replied, "Yes, a zero is missing. The text should read "&#x03B1".

In fact, the zero is not missing. The XML convention (and HTML as well)
is to omit leading zeros.  The text is correct as it stands.
