My idea on this was that level 0 would be the minimum needed to enter
the SRU world and that no explain available automatically  inicates to
the client that a query should contain only words or even only a single
word. It is then up to the server to respond with a diagnostic whenever
it can. When the query is : creator any taylor the client might search
for "creator", "any" and "taylor".  It is in this case the clients
responsibility not to send such a query.

How is that going to work?  The client has to determine from the
Explain
record what is supported and what isn't?  That implies that the
Explain
operation is available... and if it is, probably the server can
support
the current level 0.
