Here is news from Bruce Chr. Johnson on this resolution:
The resolution on Non-roman alphebet materials was revised in the Monday
Membership II meeting and brought back to Council at its Tuesday morning
Council II meeting. Given that the resolution came from the membership (as
opposed to the normal path from a councilor through the Resolutions
Committee), Council assumed that the resoltuion presented a full and
unvarnished view of the question of describing and communicating non-roman
bibliographic data. Unfortunately Council debate does not lend itself to a
detailed airing of the issues (since each speaker is limited to 3 minutes to
present their case).
In the course of discussing this issue the following points were made:
- This is a complex issue that has been the subject of extended discussion
and a number of implementation action items for both CC:DA and MARBI.
- Both AACR2 and the MARC 21 format currently allow the implementation
called for in the resolution. It is acknowledged that additional descriptive
cataloging code revision would enhance this implementation, but that
revision must be made with the assent of the other AACR2 authoring
organizations. The most recent attempt (2001) at that sort of revision was
soundly rejected by the JSC.
- It is agreed that this is a valid concern, though it needs to be taken in
the context of a broader discussion of multi-lingual bibliographic data and
multi-lingual catalogs.
- The decision to implement Unicode is basically a local library / system
vendor / bibliographic utility issue. It is important that local libraries
make their vendors and utilities aware of their needs vis-a-vis non-roman
data implementation.
- The dedicated work by CC:DA, MARBI, and other groups was acknowledged.
When the resolution came to a vote it was defeated 49 (for) to 81
(against). The sense of Council was that this issue is better addressed in
the committees tasked with the responsibility of doing so.

Does anyone have the final word on the Unicode resolution that went back
to membership and then presumably back to ALA Council? Did it make the
full circuit? Was it passed?
